This is an office created by the Political Parties Act of 2007 [Part II Sections 3 and 4] as an office under the elections management body in Kenya and currently that is the Interim Independent Electoral Commission [IIEC]. The Act spells out the role of the Registrar as being responsible for: registration of political parties in accordance with the Act; arbitration of disputes between members of political parties; and keeping and maintaining a list of registered political parties.
